Sandie Hoback has over 20 years experience in improving the delivery of workforce development and human services programs. As Welfare Director for the state of Oregon, she led one of the most successful welfare reform efforts in the nation, using performance measures and interagency cooperation to shift focus from process to client outcomes. Recently Hoback has assisted numerous states and cities in improving and integrating their delivery of workforce development and human services programs. She possesses a unique combination of broad programmatic expertise and extensive experience in organizational development.
