In 1996 Congress passed national welfare reform under the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This ended the "entitlement" to welfare benefits and required work or participation in work activities in exchange for benefits.
As states rose to the challenge of implementing this change, the American Institute for Full Employment provided consulting assistance. Today the Institute stands as one of the nation's foremost authorities on what works and what doesn't work in welfare services. It has assisted 17 states in developing policies and implementing programs to help end the cycle of dependency and assist families in becoming self-sufficient.
